உச்ச நீதிமன்ற கட்டிடத்தை விரிவுபடுத்தும் திட்டத்தை CJI சந்திரசூட் அறிவித்தார்

உச்சநீதிமன்றத்தின் கட்டிடத்தை விரிவுபடுத்த திட்டமிட்டுள்ளதாக இந்திய தலைமை நீதிபதி (CJI) DY சந்திரசூட் சுதந்திர தினத்தன்று அறிவித்தார். புதிய கட்டிடத்தில் 27 கூடுதல் நீதிமன்ற அறைகள், 4 பதிவாளர் நீதிமன்ற அறைகள் மற்றும் வழக்கறிஞர்கள் மற்றும் வழக்குரைஞர்களுக்கான மேம்படுத்தப்பட்ட வசதிகள் ஆகியவை அடங்கும்.

நீதித்துறை உள்கட்டமைப்பை விரைவாக மாற்றியமைக்க வேண்டியதன் அவசியத்தை CJI வலியுறுத்தினார், முதல் கட்டமாக அருங்காட்சியகங்கள் மற்றும் இணைப்பு கட்டிடங்களை இடித்து 15 நீதிமன்ற அறைகள் மற்றும் சட்ட சங்கங்களுக்கான சந்திப்பு அறைகளை உருவாக்குதல் ஆகியவை அடங்கும். இரண்டாவது கட்டத்தில், மேலும் 12 நீதிமன்ற அறைகளை உருவாக்க, தற்போதுள்ள சில கட்டிடங்கள் இடிக்கப்படும்.

தற்போது நீதித்துறையிடம் உள்ள மத்திய அரசிடம் சமர்ப்பிக்கப்பட்ட முன்மொழிவையும் தலைமை நீதிபதி குறிப்பிட்டார். கூடுதலாக, 9,423 தீர்ப்புகள் ஏற்கனவே பிராந்திய மொழிகளில் மொழிபெயர்க்கப்பட்டுள்ள நிலையில், தீர்ப்புகளின் செயல்பாட்டுப் பகுதியை வழக்குரைஞரின் மொழியில் மொழிபெயர்க்கும் பிரதமர் நரேந்திர மோடியின் நோக்கத்தை அவர் எடுத்துரைத்தார்.

அனைத்து 35,000 தீர்ப்புகளையும் அனைத்து இந்திய மொழிகளிலும் மொழிபெயர்ப்பதே இதன் நோக்கம், நீதிமன்றங்களில் பிராந்திய மொழிகளைப் பயன்படுத்துவதை எளிதாக்குகிறது. இந்தியா முழுவதும் உள்ள அனைத்து நீதிமன்றங்களையும் இணைக்கவும், காகிதமில்லா நீதிமன்றங்களை நிறுவவும், நீதிமன்றப் பதிவுகளை டிஜிட்டல் மயமாக்கவும், அனைத்து நீதிமன்ற வளாகங்களிலும் மேம்பட்ட இ-சேவா கேந்திராவை உருவாக்கவும், இ-கோர்ட்டுகள் திட்டத்தின் மூன்றாம் கட்டத்தை செயல்படுத்துவது குறித்தும் தலைமை நீதிபதி விவாதித்தார். இந்தத் திட்டம் நீதித் துறையை அணுகக்கூடியதாகவும், செலவு குறைந்ததாகவும், நியாயம் தேடும் அனைத்து நபர்களுக்கும் கட்டுப்படியாகக்கூடியதாகவும் மாற்ற முயல்கிறது. அரசியலமைப்பு ஜனநாயகத்தின் வளர்ச்சியில் ஊடகங்கள், அதிகாரத்துவம், அரசியல் கட்சிகள் மற்றும் தன்னார்வ தொண்டு நிறுவனங்கள் போன்ற நிறுவனங்களின் முக்கிய பங்கையும் தலைமை நீதிபதி ஒப்புக்கொண்டார்.

மத்திய சட்ட அமைச்சர் அர்ஜுன் ராம் மேக்வால் தனது உரையில், மேலும் வழக்கறிஞர் அறைகளை அமைப்பதாகவும், வழக்கறிஞர்களின் பாதுகாப்புக்கான மசோதாவை பரிசீலிப்பதாகவும் உறுதியளித்தார். கிரிமினல் சட்டங்களை மறுசீரமைக்கவும், ஏற்கனவே உள்ள சட்டங்களை மாற்றவும் மூன்று புதிய மசோதாக்களை கொண்டு வருவதற்கான மையத்தின் முன்மொழிவை CJI வரவேற்றார், அதே நேரத்தில் உச்ச நீதிமன்ற வழக்கறிஞர்கள் சங்கத்தின் தலைவர் உச்ச நீதிமன்ற நீதிபதிகளின் ஓய்வு வயதை 65 லிருந்து 68 ஆக உயர்த்த வாதிட்டார்.

CJI Chandrachud Announces Plan to Expand Supreme Court Building

Chief Justice of India (CJI) DY Chandrachud announced on Independence Day that the Supreme Court plans to expand its building. The new building will include 27 additional courtrooms, 4 registrar courtrooms, and improved facilities for lawyers and litigants. 

The CJI emphasized the need to overhaul judicial infrastructure quickly, with the first phase involving the demolition of museums and annexure buildings to create 15 courtrooms and meeting rooms for legal associations. In the second phase, some of the existing building will be demolished to create 12 more courtrooms. 

The CJI also mentioned the proposal submitted to the Central government, which is currently with the Department of Justice. Additionally, he highlighted Prime Minister Narendra Modi’s intention to translate the operative part of judgments into the litigant’s language, with 9,423 judgments already translated into regional languages. 

The aim is to translate all 35,000 judgments into all Indian languages, facilitating the use of regional languages in courts. The CJI also discussed the implementation of Phase III of the e-Courts project, which aims to inter-link all courts across India, establish paperless courts, digitize court records, and create advanced e-sewa Kendra in all court complexes. The project seeks to make the judicial system more accessible, cost-effective, and affordable for all individuals seeking justice. The CJI also acknowledged the important role of institutions such as media, bureaucracy, political parties, and voluntary organizations in the development of constitutional democracy. 

In his address, Union Law Minister Arjun Ram Meghwal promised to set up more lawyer chambers and consider a bill for the protection of advocates. The CJI also welcomed the Centre’s proposal to bring three new bills to revamp criminal laws and replace existing ones, while the President of the Supreme Court Bar Association advocated for an increase in the retirement age of Supreme Court judges from 65 to 68.
