லோக்சபாவில் பிறப்பு மற்றும் இறப்பு பதிவு (திருத்தம்) மசோதா, 2023 இன்று நிறைவேற்றப்பட்டது, இது ஜூலை 26 அன்று மக்களவையில் அறிமுகப்படுத்தப்பட்டது.

1969 ஆம் ஆண்டு பிறப்பு மற்றும் இறப்பு பதிவுச் சட்டத்தை முதன்முறையாக திருத்த மசோதா முயல்கிறது.

 அதன் “பொருள்கள் மற்றும் காரணங்களின் அறிக்கையின்” படி, இந்த மசோதாவானது பதிவுசெய்யப்பட்ட பிறப்பு மற்றும் இறப்புகளின் தேசிய மற்றும் மாநில அளவிலான தரவுத்தளத்தை உருவாக்க முயல்கிறது, இது மற்ற தரவுத்தளங்களை மேம்படுத்த உதவுகிறது, இதன் விளைவாக பொது சேவைகள் மற்றும் சமூக நலன்களை திறமையாகவும் வெளிப்படையாகவும் வழங்க முடியும்.

 இந்த மசோதா கொண்டு வர விரும்பும் சில முக்கிய மாற்றங்களில் பிறப்பு மற்றும் இறப்புகளைப் பதிவு செய்வதற்கான பொதுவான வழிகாட்டுதல்களை வெளியிடக்கூடிய இந்தியப் பதிவாளர்-ஜெனரல் நியமனம் அடங்கும்.  இந்தியப் பதிவாளர் ஜெனரல், "தேசிய அளவில்" "பதிவு செய்யப்பட்ட பிறப்பு மற்றும் இறப்புகளின் தரவுத்தளத்தை" பராமரிக்க வேண்டும் என்றும், பதிவுசெய்யப்பட்ட பிறப்பு மற்றும் இறப்புகளின் தரவை அத்தகைய தரவுத்தளத்தில் பகிர்ந்து கொள்வது தலைமைப் பதிவாளர் மற்றும் பதிவாளர்களின் கடமையாகும் என்றும் மசோதா மேலும் கூறுகிறது.  .

Lok Sabha passed the Registration Of Births and Deaths (Amendment) Bill, 2023, today, it was introduced in Lok Sabha on July 26. 

The Bill seeks to amend the Registration of Births and Deaths Act, 1969 for the first time.

According to its “Statement of Objects and Reasons”, the Bill seeks to create a National and State level database of registered births and deaths which would help in updating other databases resulting in efficient and transparent delivery of public services and social benefits.

Some major changes which the Bill seeks to bring includes the appointment of a Registrar-General of India who may issue general directions for registration of births and deaths. The Bill adds that the Registrar General of India shall maintain the “database of registered births and deaths” “at the National level” and it shall be obligatory upon the Chief Registrar and the Registrars to share the data of registered births and deaths to such database.
